I spent four years in the Marine Corp active duty, got out with a RE-1 code. Then joined the navy reserves and got discharged for failing a drug test now i have a RE-3 code, can i get back in any of the services on active duty?

I am currently scheduled to PCS within the next week. I have already filled out my paperwork for PCS leave and have copies of my orders (which my superiors have been aware of since August).  However, they keep telling me I can't process the paperwork until I take a PT test.
